It took me a while to figure out that I can add an ordinary an charge over a quartered shield containing a nestled quartering by simply adding a second pair of double semi-colons followed by the phrase "Over all the quarterings a..." Thus: quarterly I IV ... II III quarterly first, fourth ..., second , third ... ;; ;; over all the quarterlings a ...
