Thanks to the CHA for pointing out the arms of John Graves Simcoe, as today is Simcoe Day in Ontario.
It looks like the blazon is:
Arms: Azure a fesse wavy Argent four ermine spots between in chief two estoiles and in base one canon Or
Crest: Issuant from a naval crown Or a demi lion Vert holding a sword in its dexter paw
Motto: Non sibi sed patriae
