Notes
The floury mount is the traditional sign of the arms of the capital town of the Cerdanya, in the Pyrenees: the first reference we know about these arms dates back to 1298 (it's one of the most ancient Catalan heraldic representations), and they have been used with no changes since now; they have been officially granted by the Generalitat de Catalunya on 29th January 1987. This is a canting element: the name Puigcerdà means literally "Cerdanyan hill" in Catalan; the fleur-de-lis is probably an allusion the Virgin Mary, the local patron saint. The arms show a count's crown at the top because the town was the centre of the county of Cerdanya, one of the founding counties of Catalonia. https://www.heraldry-wiki.com/heraldrywiki/index.php?title=Puigcerd%C3%A0
