The creator of these arms tells us:

These are the proposed arms of the “sundered" nation of Grand Normandy, an otherworldly nation ruled by an offshoot of House Plantagenet. I created it as a proposal for use by Earl Wajenberg, the author of the Grand Normandy setting. It works best on a French shield.
