Rather than using a per fess and per pale to achieve a division of four, use a quarterly which can achieve the same result while having a blazon that is shorter in terms of text while looking almost identical (Fixed Blazon) Quarterly I gules three lions passant guardant or armed and langued azure slightly larger wider in pale II or a double tressure flory counter flory gules a lion rampant gules much smaller smaller narrower III or a cross gules a heater shaped escutcheon argent much smaller much higher charged with a hand gules very much larger IIII Quarterly 1) and 4) or a lion passant guardant gules armed and langued azure 2) and 3) gules a lion passant guardant or armed and langued azure

By including the arms of Ulster, this shield overtly claims the whole 9 counties of that province. Guaranteed to raise the ire of the State Herald (and others) in the Republic. If you have to have something for the 6 counties you might use the azure on argent flax flowers of the Assembly flag?
