Azure a plain cross or is the city of Toulon while gules a dragon (the French dragon is closer to the English wyvern) argent is the city of Draguignan. The colors remind both the county of Provence (or and gules) and the 18th century province (or, azure and gules from the Capetian dukes of Anjou).
